Arusha, 08 October 2022: The African Court on Human and Peoples’ Rights (the African Court) and the African Commission on Human and Peoples’ Rights (the Commission) will hold a joint Retreat from 10 to 14 October 2022 in Addis Ababa, Ethiopia, with a view to strengthening the complementarity between them as enshrined in the Protocol to the African Charter on Human and Peoples Rights on the Establishment of an African Court on Human and Peoples’ Rights (the Protocol).
‘’The broad objective of this Retreat is to enable these two African Union Organs to develop practical and positive solutions for realistic implementation of the complementarity between these two important institutions,’’ said the President of the African Court, Hon Lady Justice Imani Daud Aboud.
She added that it was her strong belief, and that of all her colleagues at the African Court, that these two institutions will continue to work very closely and mutually to protect and promote human rights in Africa. ‘’Our mandates are to deliver justice to our citizens expeditiously, efficiently and using fair processes’’ stated Lady Justice Aboud.

1.The African Commission on Human and Peoples’ Rights (hereinafter referred as the Commission) is established under Article 30 of the African Charter on Human and Peoples’ Rights (the Charter), to promote and protect human and peoples’ rights in Africa.
- The African Court on Human and Peoples’ Rights (the Court or the African Court) is established under Article 1 of the Protocol to the African Charter on Human and Peoples’ Rights on the Establishment of the African Court on Human and Peoples’ Rights (the Protocol).
- The last paragraph of the Preamble of the Protocol provides that, “the attainment of the objectives of the African Charter on Human and Peoples’ Rights requires the establishment of an African Court on Human and Peoples’ Rights to complement and reinforce the functions of the African Commission on Human and Peoples’ Rights”.
- Article 2 of the Protocol, entitled “Relationship between the Court and the Commission”, reinforces the preamble and provides that the African Court shall “complement the protective mandate of the Commission on Human and Peoples’ Rights conferred upon it by the African Charter on Human and Peoples’ Rights”.
