Il est titulaire d&#8217;un doctorat en droit de l&#8217;Universit\u00e9 de Warwick (Royaume-Uni), il est professeur de droit. Il a occup\u00e9 divers postes en Ouganda. Il a \u00e9t\u00e9 membre de l&#8217;Assembl\u00e9e nationale de l&#8217;Ouganda, Ministre de la Justice et Attorney g\u00e9n\u00e9ral. Il a \u00e9galement \u00e9t\u00e9 Conseiller principal du Pr\u00e9sident sur tous les aspects de la politique gouvernementale et les actions li\u00e9es aux droits de l&#8217;homme et aux affaires internationales. Il a \u00e9t\u00e9 Juge \u00e0 la Cour supr\u00eame de l&#8217;Ouganda de 1997 \u00e0 2009. Il est \u00e9galement Chancelier de l&#8217;Universit\u00e9 internationale de Kampala (Ouganda).<\/p>\n\n\n\n<p>En outre, il a \u00e9t\u00e9 expert en droit international des r\u00e9fugi\u00e9s \u00e0 l&#8217;Assembl\u00e9e extraordinaire des experts des Services gouvernementaux et non gouvernementaux de l&#8217;Organisation de l&#8217;unit\u00e9 africaine (OUA) et du Haut-Commissariat des Nations Unies pour les r\u00e9fugi\u00e9s (HCR). Cette r\u00e9union s&#8217;est tenue du 27 au 29 mars 2000, au 30e anniversaire de la Convention de l&#8217;OUA de 1969, sur les questions relatives aux r\u00e9fugi\u00e9s en Afrique.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Juge George W.
