Il a \u00e9t\u00e9 \u00e9lu vice-pr\u00e9sident de la Cour le 17 septembre 2013. Il est l\u2019un des premiers Juges de la Cour, ayant \u00e9t\u00e9 \u00e9lu en juillet 2006 pour un mandat de deux ans et a \u00e9t\u00e9 r\u00e9\u00e9lu en 2008 pour un mandat de six ans.<\/p>\n\n\n\n<p>Le Juge Ngoepe est titulaire de dipl\u00f4mes de deuxi\u00e8me cycle (B.Iuris) et de troisi\u00e8me cycle (LLB) en droit obtenus dans deux universit\u00e9s sud-africaines. Avant d\u2019\u00eatre nomm\u00e9 Juge \u00e0 la Haute Cour d\u2019Afrique du Sud en 1995 puis Juge Pr\u00e9sident en 1999, il a exerc\u00e9 la profession de juriste pendant plus de 20 ans dans divers domaines, notamment dans la protection des droits de l\u2019homme. Le Juge Ngoepe a \u00e9t\u00e9 \u00e9galement Juge \u00e0 la Cour d\u2019appel et \u00e0 la Cour constitutionnelle d\u2019Afrique du Sud.<\/p>\n\n\n\n<p>Le Juge Ngoepe est Pr\u00e9sident de l\u2019Appeal Panel of the Press Council of South Africa. Il est \u00e9galement Pr\u00e9sident de l\u2019Appeal Board of Medical Schemes Council.<br>Il a par ailleurs \u00e9t\u00e9 membre du Comit\u00e9 ex\u00e9cutif de l\u2019Association internationale des Juges du droit des r\u00e9fugi\u00e9s ; il a pris part \u00e0 des ateliers sur le d\u00e9sarmement nucl\u00e9aire et il participe r\u00e9guli\u00e8rement aux ateliers internationaux sur les questions des droits de l\u2019homme, notamment \u00e0 l\u2019universit\u00e9 de New York et \u00e0 Toronto.<\/p>\n\n\n\n<p>Le Juge Ngoepe a re\u00e7u plusieurs distinctions en reconnaissance de sa contribution dans le domaine des droits de l\u2019homme, notamment trois titres de Docteur en droit Honoris causa de diff\u00e9rentes universit\u00e9s ainsi qu\u2019une nomination de Professeur honoraire de droit. Le Juge Ngoepe a pr\u00e9sent\u00e9 plusieurs communications sur les droits de l\u2019homme lors de diverses conf\u00e9rences internationales. Une bourse d\u2019\u00e9tudes de troisi\u00e8me cycle a \u00e9t\u00e9 cr\u00e9\u00e9e en son honneur ; l\u2019ordre des avocats a, elle aussi, institu\u00e9 un prix en son nom. Il a servi et conseill\u00e9 certaines universit\u00e9s dans le domaine des droits de l\u2019homme.
