Arusha le 8 juin 2023<\/em><\/strong>: L\u2019honorable Juge Imani Daud Aboud, Pr\u00e9sidente de la Cour africaine des droits de l\u2019homme et des peuples, a f\u00e9licit\u00e9 le Gouvernement tanzanien d\u2019avoir tenu sa promesse de construire le si\u00e8ge permanent de la juridiction panafricaine \u00e0 Arusha (Tanzanie). <\/p>\n\n\n\n

Le 2 juin 2023, le Gouvernement de la R\u00e9publique-Unie de Tanzanie a proc\u00e9d\u00e9 \u00e0 la remise officielle du site \u00e0 l\u2019entreprise de construction d\u00e9sign\u00e9e.<\/p>\n\n\n\n

Afin de concr\u00e9tiser son engagement, le Gouvernement tanzanien a allou\u00e9 un budget de 4 000 000 000 de shillings tanzaniens (environs 1,7 millions de dollars EU) en juin 2022 et a apport\u00e9 ce mois-ci une contribution budg\u00e9taire suppl\u00e9mentaire de 5 400 000 000 de shillings tanzaniens (2 millions de dollars EU) pour la construction. Le co\u00fbt total du projet est estim\u00e9 \u00e0 61 milliards de shillings tanzaniens (environ 25 792 811 dollars EU).<\/p>\n\n\n\n

Lors de la c\u00e9r\u00e9monie de remise du chantier au quartier LakiLaki, situ\u00e9 \u00e0 25 kilom\u00e8tres du centre-ville d\u2019Arusha, l\u2019honorable Imani Daud Aboud a r\u00e9it\u00e9r\u00e9 l\u2019engagement de la Tanzanie \u00e0 tenir sa promesse de construire les locaux permanents de la Cour africaine. Elle a exprim\u00e9 son optimisme quant au fait que les locaux seraient pr\u00eats \u00e0 accueillir la Cour dans les 24 prochains mois. <\/p>\n\n\n\n

Actuellement, la Cour africaine occupe temporairement les locaux de Tanzania National Parks (TANAPA) en attendant la construction de son si\u00e8ge permanent.<\/p>\n\n\n\n

La construction du si\u00e8ge permanent de la Cour africaine \u00e0 Arusha constitue une \u00e9tape importante dans le renforcement des capacit\u00e9s institutionnelles de la Cour et la promotion de l\u2019\u00e9tat de droit au sein du continent.<\/p>\n\n\n\n

1. La Cour africaine des droits de l\u2019homme et des peuples est une cour continentale cr\u00e9\u00e9e par les \u00c9tats membres de l\u2019Union africaine afin de renforcer la protection des droits de l\u2019homme et des peuples en Afrique. Il compl\u00e8te et renforce les fonctions de la Commission africaine des droits de l’homme et des peuples.<\/p>\n\n\n\n

La Cour a \u00e9t\u00e9 cr\u00e9\u00e9e en vertu de l’article 1 du Protocole \u00e0 la Charte africaine des droits de l’homme et des peuples portant cr\u00e9ation d’une Cour africaine des droits de l’homme et des peuples (le Protocole), qui a \u00e9t\u00e9 adopt\u00e9 par les \u00c9tats membres de l’Organisation de l’unit\u00e9 africaine (OUA) \u00e0 Ouagadougou, au Burkina Faso, en juin 1998. Le Protocole est entr\u00e9 en vigueur le 25 janvier 2004. La Cour a officiellement d\u00e9marr\u00e9 ses activit\u00e9s au mois de juillet 2006 \u00e0 Addis-Abeba et a rejoint son si\u00e8ge \u00e0 Arusha (Tanzanie) l\u2019ann\u00e9e suivante<\/p>\n\n\n\n

2. La Cour se compose de 11 juges, ressortissants des \u00c9tats membres de l\u2019Union africaine, \u00e9lus \u00e0 titre individuel.<\/p>\n\n\n\n

3. La Cour se r\u00e9unit quatre fois par an en sessions ordinaires et peut tenir des sessions extraordinaires.<\/p>\n\n\n\n
